The burgomaster of Vienna, speaking in the City Council, amid applause, said the Government and the people -were one in a desiro fofr peace. He personally pleaded for a. confcrcnco -with the belligerents. As soon as our enemies recognise our rights," he said, "we •will proffer the band of peace."
