R.outer's Telegram 3, WASHINGTON, April 13. (Received April 13, at 11.25 p.m.) _ General Carranza has transmitted positive assurances to Mr Lansing that the oil supplies at Tampico arid other Mexican sources will not be denied to the United States or Britain.
