DRAINAGE BOARD PIPES

QUESTION OF QUALITY. Tho following report from the engineer relative to allegations mado as to earthenware pipes not being in accordance with samples,, was presented and approved of at last night's meeting of the Dunedin Drainage Board: —"As per instructions of Standing Committee, 1 further report that somo of the Temuka pipes wore not up to sample. On February 27 I wrote a memo, to Mr •Butcher and instructed him to go to Temuka and pass the pipes for our works; also, to show tho manager my memo. I also complained to Mr Wilson (their Dunedin agent) at the same timo. Tho stack of pipes which has evidently boon particularly referred to were reject pipes from this consignment. They were used in tho manbote bottoms and set-offs and cuttings for piecing up. This 'is a matter that has happened with all the contractors supplying the pipes, and they havo all been similarly dealt with by me. Our works have been caref-ully watched by tho lato pipe contractors, and no doubt they considered that an opportune chance was offering, and they took advantage of it by ignoring tho official channel of the board, resorting to buttonholing the boards members. I have stated before that tho job, as it is constructed, is to my satisfaction and a reduction was adjusted some considerable timo ago on tho rejected pipes. The following is tho memo, addressed to Mr .Butcher, referred to:—"I find that the mate Vial in the last lot of pipes is not in accordance with the samples. They aro practically getting down to that of red tiles. If the pipes are not up to the samples hero they have not to bo received for our works."
