THE KAISER'S BOAST. SALONIKA, November 15. (Received Nov. 15, at 10.50 p.m.) Passengers from Constantinople state that the Pera Palace Hotel is preparing for the reception of the Kai* ser, who has boasted that he will ar= rive, accompanied by the Austrian heir=presumptive (Prince Ferdinand). The Hungarian press says 100,000 Austro=Germans will eat Christmas dinner in Constantinople.
