BALKANS CAMPAIGN MERELY AN EPISODE. PETROGRAD, November 15. (Received Nov. 15, at 10.55 p.m.) General Russki says:—"We are now guaranteed against any surprises. The Germans are surrendering readily, being worn ont with privations. The Balkans, campaign is an episode; it is not there that the fate of the nations will be decided."
