— A new army order makes provision for the keeping of soldiers' wills by the officer in charge of records. Wills will be taken from the pay-books, and in the case of those who die will bo forwarded to the War Office. By means of the particulars given in the pay-books, any mistakes or omissions in the wills can be rectified. — Russia's population increases "at a rate of about 3,000,000 a year.
