HUGE DEFICIT.
TAXATION PROPOSALS.

In the Chamber of Deputies the Minister of Finance (M. Dumont) delivered his Budget 6peech. The expenditure for 1914 he estimated at £214,900,000, leaving a ■deficit of £31,000,000. Of this latter £8,000,000 is due to the operations in Morocco and £13,000,000 to military reforms. One-half of the deficit is covered by loan, in addition to the £40,000,000 loan in conection with the triennial service system, while the remainder of the deficit •will be covesed by increased taxation, including the doubling of the present duty on Bourse transactions, and also a new tax on inherited property. The lastnamed is estimated to yield £3,000,000.
