(Received Oct. 10, at 7.10 p.m.) It is rumoured that Russia, by tbo wish, of her allies, is Teviving the scheme of a 10-year naval expenditure of £100,000,000 in the construction of Dreadnoughts. The new programme already provides for an expenditure of £50,000,000, and includes the construction of four Dreadnoughts, to be completed by 1915. The building resources are overstrained, and the Admiralty k_-unable to expend the annual votes.
