STOCK EXCHANGE GAMBLING. FICTITIOUS SALES. Press Association—By Telegraph—Copyright WASHINGTON, September 2. ' (Received Sept. 2, at 9 p.m.) In the course of the debate on the Tariff Bill a Senator offered an amendment prohibiting stock exchange gambling and proposing a tax where the seller did not own the property sold. The entire question of gambling in cotton futures was referred back to the Senate Committee. Senator Cummins declared that most nf the sales on the New York Stock Exchange were really fictitious and a menace to the whole financial stability'of the country. ,
