(Be'ceived Sept. 1, at 10.25 p.m.) The newspapers are angry at Mr Carsuggestion that the Kaiser is a pacificist. The Cologne Gazette says the Kaiser, will preserve peace as long as it is reconcilable with national honour. It 'adds: When the necessities of national development require it we shall make the sacrifice of battle upon the altar ol our power and glory." .
