APPEAL FOE PEACE.
SPEECH BY MB O'BRIEN. LONDON, September 1. (Received Sept. 1, at 10.25 p.m.) Sporadic disturbances have occurred in Londonderry. The Cheshire troops are in readiness. The police are equipped with service revolvers. Some firing was indulged in by civilians, and a man named O'Neill was seriously wounded. The police kept the factions apart. Mr William O'Brien, speaking at en All-for-Ireland demonstration at Skibbereen, urged ti policy of national reconciliation and peace. He said the task, the Irish Parliament would be all too desperate and impossible unless the Protestant hostility was mitigated and the Unionists in England were persuaded to drop deliberately fomenting civil war until 'a general election took place.
