In a letter to The Times the Duke of Bedford points out that their army reforms had resulted in an increased expenditure of £223,000 per annum, while the establishment had been .reduced by 145,000. . " ••
He adds : " The safety of the Empire absolutely depends on keeping our foreign garrisons up to their full establishment, and by our own unaided strength they must stand or fall. We cannot expect support from the navy, because naval strategy confines the whole fleet to the North Sea."
