CAPETOWN, July 24.
The Labour situation is delicate. The Trades Federation believes that the Government intends to win over the railway men by generous treatment, but the federation insists that the railwaymen shall hold out until the miners' demands are conceded.
The conference between the Government and the Labour leaders at Pretoria has concluded. General Botha intimated that he woald reply in writing. It is believed the result will be generally satisfactory.
PREPARING FOR EMERGENCIES,
DISTRIBUTION OF TROOPS,
JOHANNESBURG, July 25. (Received July 25; at 11.20 p!m.)
The Government has taken elaborate precautions in the event of a failure to arrive at a settlement.
Ten thousand troops are distributed on the Rand, the police are armed, and Corner House and the power stations are fortified with machine guns.
