Dr Campbell, of London, lead a paper on " Eugenics," Theoretically, he said, it was possible to breed a race of supermen, and to convert the present man (who was a mere caricature of the ideal) into a being of perfect form and supreme moral and intellectual endowment. They wanted to raise a race immune from disease. "If we desired to retain our vast possessions wo must raise a manlier breed and a better ruling stock than those now directing the destinies of the Empire." They wanted not only men with an improved physique, but of greater moral and intellectual capacity.
