NEW YORK, July 23.
The Town Counril of Rochester (Pennsylvania) lias passed a by-law prohibiting women from wearing slashed skirts, transparent liose, or tight-fitting drenses. .Members of the council declared it made them blush to see so much immodesty abroad in the streets.
