ST. KILDA BOROUGH COUNCIL.

Tho regular meeting of the St. Kilda Borough Council, hold last evening, was attended by the Mayor (Mr W. T. M'Farlane), Crs Harris, Hellyer, Scurr, Allen, Macdonald, Abbott, Edgar, Doro, Thompson, and Sutherland. CORHESPOXDENCE. Tho Drainers' Union forwarded the usual notice of citation with regard to a dispute to bo heard before tho Conciliation Commissioner. —Left in tho hands of the Mayor. The Drainage Board confirmed the lease to tho council of about three-quarters of an aoro of tho board's pumping station ground—Received,. , Mr A. M'Kay wrote applying for tho formation of a footpath at the corner of Douglas and Dalgety streets.—Reforrod to the Works Committeo for report.

Messrs Callan and Gall away forwarded for execution a lease of a piecc of Culling Park from the Borough Council to the St. Kilda' Bowling Club.—Lease to be executed. DEPORTS. The Water, Works, and Lighting Committees reported that in. connection with a oomplaint els to the condition of Bay View road instructions had been given to put down crossings to Mrs Robertson's and Mrs Mjchie's stores. Tho oommittee recommended that name plates of streets bo affixed where they, could bo put on houses or telephone posts. Instructions had been given to spread metal on Begg street and Princes street, opposite Mr Tyson's house. The committee recommended that, with regard to tho footpaths at the corner of Mills and Calder streets, tho ditch be filled in and tho footpath formed on receipt of £2 from the property owners 'making tho application,—Adopted; Mr Tyton to bo notified to put down a proper crossing over the footpath. The Finance, General, Tramways, and Hall Committee recommended the payment of sundry accounts, and reported having left tho matter of tho pr.opbsed tramway regulations in the hands of tho Mayor to consult with' the chairman of the City ■Council's Tramways Committee.—Adopted; the Mayor stating that he would lay a report betore the council at next meeting with regard to the tramway regulations. Tho Rreorves, Band Rotunda, and Firo Brigade Committee recommended that a donation of. £5 bo rondo to tho funds of tho All Nations' Carnival. Thrf clerk had been instructed to send in a claim to the Accident Insuranco Company in respect of an accident that had happened to a man.—AdoptedTRAMWAY FACILITIES. The Mayor reported verbally that he and other members of the council had interviewed the City Tramways Committee with regard to special cars during cruelf hours, and had been well received. His opinion was that the committee would endeavour to meet the Borough Council as far as possible, and that tho borough would get something to its advantage. They had, however, no official intimation. GENERAL. A sub-committeo Bet up in connection with tho Drainage Board's Amending Bi'l recommended that Mr T. K. Sidey, M.P., 'be asked to oppose the olauso dealing with any additional area being included in tho drainage area when tho Bill camo before the House.—Approved. The extraordinary consumption of Troter in 'the borough (29 gallons per head per day) was referred to, and it was decided to instruct tlie town clerk to have the meter examined and tho mains sounded. On the motion of Cr Macdonald it was resolved that steps bo taken to havo By-law No. 6, clause 28, so far'as it related to tho charge for placcs of convenience in buildings other tnan hotels, altered from 15s to 10s. On a motion, of which notice had been given by Cr Hellyer, to increase the town clerk's salary from £250 to £300, dating from Augu6t 1 next, coming ui) for consideration, it was moved that it be taken in committee, Cr Hellyer opposing such a course. Ho said if tho motion was to bo considered iir committee he would withdraw it and take another course.—'The motion to go into committee was carried, and Cr Hellyer then moved his motion, which was not seconded, and therefore lapsed.
