LEGISLATIVE COUNCIL (Per United Press Association.) WELLINGTON, July 22. ■ The Council met at 2.30 p.m. M'DOUGALL TRUST BILL. The Hon. Mr SAMUEL moved the second reading •of the M'Dougall Trust Estate Bill, a private Bill to enable the surviving children of the late Mr Duncan M'Dougall (Wairarapa) to participate in liis win. The Bill was passed without de. bate, and was referred to the Committee of Selection. PRISONERS' DETENTION ACT. The Hon. Dr COLLINS moved that this Council respectfuly recommends the Government to make inquiries from the New South Wales Government as to the bene- . tits, or otherwise, accruing to the public health since and by reason of the introduction of " The Prisonere' Detention Act, 1908," with a view, if the Act has proved of value, to introduce similar legislation m New Zealand. He explained that the New South Wales measure empowered the Government to still further detain persons suffering from certain diseases after !he j expiration of their sentences, and he Quoted freely from Australian records to show that the Act had been most beneficial in its operation. . . The Hon. Mr CARNCROSS said lie would have preferred that Dr Collins should take the bolder course, and, instead of waitinff for information from Australia! had brought- down a Bill on the lines of lhe Australian measure. The Hon. Mr BELL said he would have much pleasure in making the inquiries tiesired by the Hon. Dr Collins. The motion was carried on the voices.
