LOYALTY OF THE NAVY. A GENERAL MURDERED. Press Association—By Telegraph-Copyright, PEKING, July 22. (Received July 22, at 11.15 p.m.) Hie Government has secured tie loyalty of the navy by guaranteeing to pay it through the five Power group of banks. A southern general named Chow-pi-kai has been assassinated. The Kiu-kiang troops have joined tho northern forces.
