CANADA'S POLICY. SPEECH BY MR BOURRASSA. Press Association—By Telegraph—Copyright. OTTAWA, June 11. (Received June 11, at 11.15 p.m.) In the counso of a speech at Edmonston Mr Bourrassa said that if the Canadians supported Mr Borden's contention Canada was bound to contribute to the British navy because an emergency existed. Canada would be binding herself to contribnto whenever an emergency or sjjppoeod emergency arose, and this wourfbe fatal to the building up of a definite national policy. If Canada agreed to representation on the Committeo of Imperial Defence such a delegate would be useful merely for taking the British Government's commands back to Canada. He warned Canada that she vfas only bound to provide for her own defence. Snch was Mr Chamberlain's idea, and he was one of the greatest Imperialists.
