The Rating Act now provides that tho system of rating 011 the unimproved value shall not apply to water, gas, olectric light, sewage, or hospital and charitable aid rates. A bill has now Iteerv introduced by the Minister of Internal Affairs to repeal this provision., and to provide that., in any district where rating 011 the unimproved value is adopted, the system shall apply to these rates as well as to those rates leviable under the principal art. in districts where tho system is now in force a poll may be taken to decide that it shall apply to the rates specified.
