BOROUGH COUNCIL MEETINGS

WEST HARBOUR. The ordinary meeting of the West Harbour Borough Council on Tuesday was attended by the Mayor (Mr H. E. MoIIcr), and Crs Crawley, Blackie, Connor, Jonos, Davidson, Barker, Edwards, Bell, Forgie, and Mitchell. ■ CORHESPONDESCE. The District Health Officer notified the appointment of Inspector Craighead as inspector of infectious diseases for Dunedin and suburbs, and sanitary inspector for the suburbs.—Received. The Railway Department acknowledged receipt of a letter asking about the formation of an entranco to the Ravensbourne station from tho southern end.—Received. _ Ttio Town Clerk, Dunedin. wrote replying that the roadway leading from the Main North road to Sawyers Bay was bping attended to—Received,• council to be thanked for its promptness in tho matter. J. Mnloney, Burkes, wrote asking the council to improve the road in front of his section.—Works Committee to examine and report, C. French, Ravensbourne, wrote again asking for certain improvements to tho lower portion of West street.—Works Committee to view and reoort. A. Randall and P."Powell, Inverallen, wrote applying for a right to' fence in part of a road line.-Tho Mayor stated that the council could not grant that permission, but the matter was left with the clerk to arrange. 31EPORTS AND GENERAL. The Works Committee reported on various minor works carried out within the borough during the past month. It recommended that Mr Loach's request for a footpath in Upper Athol place bo not granted; that MrH. Guyton bo informed that as soon as he placed supports under the bridge leading past the Catholic Church at Burkes the council would redeck it and placo a new handrail on it at a. cost not to exceed £6; ami that a new water trough bo erected at Burkes. Tho first length of the zig-zag in Manuka street had been tarred and sanded as an experiment.— The report was adopted -wrtho'ut (alteration. Tho Finance Committee reported on. expenditure of £367 10s 3d, an increase of £199 18s 6d, and a debit balance of £273 4s Bd. Accounts amounting to £184 12-s 4d were recommended to be passed for payment—The report was adopted. Tho solicitor of the Municipal Association of New Zealand advised that tho special rate on the loan for water supply would have to_ be struck on whatever system of rating is in force in the borough—The Mayor stated that the effect of this was that the- water rate would be struck on the unimproved value, but users would be charged on the annual value. A special meeting of the Water Committee would be hold when the whole matter would bo gone into. Tho opinion was received and referred to tho Water Committee. It was decided to write to the local constable asking him to prosecute cyclists using the footpaths. Nino applications for the position of ranger were considered, the Mayor explaining that, the council required a man who was able to conduct prosecutions in court. Mr W. C. Jenkins was finally appointed. ST. KILDA. Tho fortnightly meeting of tho St. Kilda. Borough Council on Tuesday was attended by the Mayor (Mr D. C. Cameron, jun.), Crs H. M. Swing, W. Thompson, J. Harris, W. J. Burlc, S. B. Mac Donald, J D. Cameron, H. W. Allen, and C. Gore. An apology was received from Cr Robertson. ' connEsro.vDExcE. The Secretary of the Hospital and Charitoblo Aid Board forwarded particulars of levy duo by tho council for tho vcar ending 31st March, 1911, and asking* remittance of the balance due (£129 9s 8d).~ The amount duo was passed for payment. Tho Secretary of tho Drainage Board' wrote asking permission to close Bay View road for ono month.—Permission granted. Mrs F. Gaffnoy wrote asking for the formation of a footpath to give entrance to her premises in Cargill road.—Referred to Works Committee to report. J. P. Lyall applied for a temporary water service in Kennedy street.—Referred to tho Water Committee. M. Begg forwarded for approval by the council of plans o( the proposed formation of Onslow road, Tainui.—Referred to the Works Committee. The District Health Officer wrote calling attention to the necessity for filling up the allotment at 20 High street, and the removal of tho manure deposited there; also notifying the appointment of Inspector Craighead in cunntetion with infectious diseases.—Received. RETORTS. Tho Works, Water, and Lighting Committee reported re application from E. Drake and W. Maddox asking the council to form a footpath in Albert street, recommending thai the same be formed from their proporSes to connect with the present footpath, at an estimated cost of £28. The committee recommended ' that the rotten rock footpath in Albert street bo carried round to Mr Marshall's property, but it cannot see its way to recommend that an asphalt foolpath he formed there. The question of putting up a fence at the entrance to the beach lo bo held over until | a reply from the Domain Board with reference $p. this matter had been,. received.

Valves: The committee recommended that seven extra valves be put in in the following streets:—Two in Queen's drive,* one in Scott street, one in Council street, one in Douglas street, one in Jackson street, one in Jlain road, at an estimated cost of £26. Princes street: The committee referred to the council the imtilter of kerbing Princes street on both sides with jai'tah kerbing. Sanitary convenience at the beach: The Band Rotunda 'Committee referred the matter of erecting a sanitary commence for both sexes at the Ocean Bench to the committee for consideration, but lliis matter is left in abeyance until the Domain Beard replied to the a-pp!iealion.--Adoptod. The' Finance, General, Reserves, Tramways, and Fire Brigade Committee recommended lihat the account be passed for payment from district fund account, £86 2s Stl; from special loan account No. 2, etc., £20 15s 9d. The Fire Brigade committee recommended that the plan of fire plugs be left over until the water reticulation is completed, and that the application for 300 ft of ho-:e, three pairs of couplings, andpaint for station bo granted. A letter from George Blyth asked the council to rcniit the 10 per cent, penalty as he did irot think he received a notice of rates, but the committee recommended that the penalty be not remitted. T!he application ' .from the ' town iclcrk, 'Dunedin, asking for the approval'of this council to an application for an Order-in-Council for authority to construct a tramway along Victoria road to the Forbury Park Trottiirg Club's gates was held over pending receipt of particulars from the City Council. An application from the clerk of the Bay Town Board, asking the council to undertake a. sanitary service for the Bay Town district was held over until particulars as to the number of houses, etc., is received from the board.—Adopted. The Band Rotunda Committee recommended that an application from Mrs E. S. Hards (proprietress of the' Bungalow Tea Rooms), asking the council to grant permission to erect boats on .the rotunda grounds be- granted, -the swing boats to be erected on the east side of tho rotunda grounds.—This matter was referred back to the committee for further consideration, Cr Gore pointing out tho risk the council would run in case of accidents happening, and the destruction of the young plantation if swings were erected — The committee stated that the Morningtpn Band have had special cards printed for the trams, and that they intend on the nights they play at the rotunda to advertise their concerts, and asked tho council to pay half cost of the advertisement.—This clause was adopted, and tho council resolved to pay half cost of advertising. The Inspector reported on various minor works done during the past month.— Adopted. — NOTICES OF MOTION. Or Thompson moved, pursuant to notice —"That the Works Committee consider the desirability of importing sufficient tar to proceed with the improvement of footpaths requiring attention in the borough." He ponted out the urgent necessity there was proceeding with the work during the spring.—Cr. Ewirrg seconded the motion, which was supported by Cr Harris and' carried. (( Cr Ewing, pursuant to notice, moved— That interest at the Tate of 2£ per cent, on the amount allotted for kerbing and asphalting Queen's drive, which has been transferred temporarily into district' fund account, be credited to the Queen's drive allocation from time of such transfer."— The Mayor ruled that the motion could not be considered until a previous resolution passed by the council was rescinded—The motion lapsed. lirrROVING FOOTPATHS. Cr Thomson moved that—" The kerbing and channelling of Princes street be undertaken, at an estimated cost of £117," and pointed out the great necessity for tho work.-This was seconded by Cr Harris. Cr Mac Donald moved as an amendment— 'That the whole of the footpaths in the

borough bo kerbed and channelled."— Seconded by Cr Ewing, and-after some discussion the amendment was carried. The streets to bo dealt with as funds permit will be as under, at a cost of £1100, according to an estimate submitted by the town clerk for jarrah kerbing:— Musselburgh Ward.—Grove street, 66 chains, -£110 lis; High street, 54 chains, £90 9s; Esk.-ale street, .13 chains, £72; Begg. sheet, 27 chains, £45 4s 6d; New street. 32 chains, £33 12s; Ferguson street, 19 chains, £31 16s 6d; Bay View road, 22 chains, £36 17s; Princes street, 70 chains, £117 5s Park Ward.—Young street, 46 chains, £77 Is; Cnldcr street, 46 chains, £77 Is; Driver street, 46 chains,. £77 Is; Richardson street, 46 chains, and forming south side, £101 Is: Scott, street, 20 chains, £33 10s; Douglas street, 46 chains, £77 Is; Jackson street,- 46 chains, £77 Is; Larkwotthy street, 24 chains, £40 4s; Bay View road, 22 chains, £36 17s, TKKDEIIS. The tender of W. B. Manley fortarring and sanding Main road footpaths both sides was accepted at 14s per chain. GREEN ISLAND. The monthly meeting of the Green Island Borough Council was held on Tuesday night, and' was' attended by \\k Worship tho Mayor (Mr W. Gcdde's) and Crs. Jenkins Miller. Reeve, Harraway, Crimp, J Gcddes, Wilson. Linds„v, and Watts'*. The following correspondence was dealt with:—One case of diphtheria in the district was. notified bv Dr Will. The. District Health Officer also reported on the matter. —The report was received, and the clerk was insh-uctd by resolution to notify the proprietor and occupiers to improve their drainage and cease running filthy matter on to tho street— The District Engineer N.Z.R. wrote stating that an entrance to tho south end of the new railway station could not be sranted.—The Clerk of the Taieri County Council wrote in re the conference between members of the two bodies. —Received.—Mr B. B. Cotiston, engineer to tho Taieri County Council, wrote in re, repairs to the bridge, agreeing'to half cost being paid by the county.—Received.—A communciation was read from the Taieri County Council in re the rumoured abolition of the Taieri olectorate, requesting tho Borough Council to join .forces in keeping the .Taieri' intact—Co-operation agreed 'to. —A. M. Smith wrote in ro compensation for_ land for street widening.—Received.— Intimation that' a • sum of money had been placed on the Estimates for expenditure on Kaikorai Valley road,. also as to ttio manner of procedure to obtain the same; was received from the Public Works Do-partnient.-—The Works Committee was instructed to take tffo necessary'stops.to obtain the grant,—The Clerk of tho Taieri County Council wrote stating that the County Council was willing to contribute to the cost of maintaining boundary roads and bridges on tho basis of the magistrate's decision.—Resolved that the proposal be agreed to for one year. A draft .of a petition to be submitted to the council objecting to the abolition of the ward- system in the borough was presented by Or Reeve.—Received. The Works Committee reported tho amount of work which had been done during the month. Mention was also made of new work which will'keep tho surface men busy during the term of office of the present council.—Tho report was approved. The agreemont for a supply of water from'-Dunerlin Corporation'to Green'lsland Borough Council was forwarded by the town clerk of Dunedin, to be signed' by the council's officials authorised to do so— viz.. his Worship the Mayor, Mr Wra. Geddes, and Cr Miller and the clerk. The Lighting Committee reported on the lights and shadows caused bv tho light at the railway bridge on the Brighton road, stating that the grievance could bo obviatod at a very_ sm.al] cost.—Report received. Some discussion ensued on the Tending of a, notice of motion that ,a by-law be drafted providing for proscribing the time and route by which cattle and sheen may ho .driven to and from the snleyards and nbattojrs, and it was eventually agreed to set up a committee to draft the necessary by-law. —Bees consume 201b of honey in makicg lib of wax. - : ' ■
