The Westminster Gazette (G.) says that the Declaration gives a code of international law instead of what hitherto was dependent on the combatants, who, i f tho Declaration is accepted, must exempt tho bulk of the raw materials for our industries from seizure. The food supply, also, is better assured with the Declaration, inasmuch as the French and German Courts had decided that foodstuffs are absolute contraband, which position is abandoned under the Declaration. Great Britain's safety lies in her power to keep the sea open, and not in any international .agreement.
ADDITIONAL OPINIONS. LONDON, January 24. (Received Jan. 24, at 9.20 p.m.) The Daily News says that if the Imperial Conference supports Australia in regard to the Declaration of London the decision will practically kill the Declaration as far as England is concerned. The Declaration does not place Britain in a worse position as regards raw material and food6tuffs. It will be a, pity if the Declaration is obstructed, because it is Jess progressive than it might be.
The Daily News interviewed Sir W. J.' Tavwner, who declared that tho ratification of the Declaration as it stands would be a heathen, policy. Germany and France were self-supporting, but Britain was incapable of providing food for her millions, and was dependent on other countries, notably Australia.
