ST. KILDA BOROUGH COUNCIL.

The ordinary meeting of tho St. Kildil Borough Council wiis held last evening, and was attended by Ore Allen (in the chair), C. Gore, H. M. Kwing, W. Thompson, J. I Harris, \V. Burk, S.' J3. Macdonald, and 3. D. Cameron. Mr Howarth's application that Ikkvalo street bo allowed to remain at its present width for purposes of subdivision was redorrod to the Works Comiiutteo, Mr Howarth to submit plans of the houses he intends to orect. J. liankin, toH-n clerk, Bay Town Boaw, wrote asking tho council upon what terms it would be prepared to allow its contractor to undertako the removal of nightsoil, dust, cto., from tho Bay Town district.—Referred to tho General Committee to report. , EEFOETS. The Works, Water, and Lighting Committee recommended that T. Ashton's application for a refund of ohargo for a hosetap, as the tap had not been used during his 10 months' absence from the house, be declined. In regard to G. G. Adess's request that the council form Gourley street, the committee recommended that tho ap- | plieant bo informed that as this 6trect is a private one no mon«y can be legally spent on it by the council. The committee recommended that a picket fence be erected in a line with the band rotunda gate, at the entrance to the (taau-JJeaeh. In tho matter of a letter from the town clerk, i Duncdin, asking in connection with the rej ticulation of the borough for electric light to private houses, that permission bo ' granted the City Council to orcet a transj former sub-station in Alexandra Park, tho ■ committeo recommended that, while not doi dining tho request, it would be glad if tho ; City Council would try to make other 1 arrangements, as the park will shortly be open for recreation purposes. Cr Go.re remarked, in regard to the picket fenoe at the entrance to the Oceau Beach, that tho intention was to reduce the size, of the entrance to the bcaoh, bo as to allow of the members of tho band playing in the rotunda having greater facilities in taking up collections after playing. Cr Harris moved that the clause in regard to the picket fence at the Ocean Beach bo referred back to tho committee for fuT-' ther consideration. He did not know whether the "Domain Board would approve of the suggestion to erect such a fence, or whether the council had the power, to put it up. Cr Thompson also doubted whether the council had a- right to barricade the cntranco to the beach. The i Domain Board, might retaliate by taking their band rotunda, which stcod on the Domain Board's property. The council had no right to this rotunda property at all. Cr Burk stated ((hat thej were not barricading the entrance. They were simply reducing the entrance.

Cr Gore, in reply, stated that the council was perfectly justified in building the fence if it so wished. If it. desired to close tho whole of the street the council was qViito within its rights in doing so. He, however, was in favour of the clause being referred back to the committee for further consideration and consultation with tho Domain Board, and would move in that direction.

Cr Harris raid the amendment was just the I'nine as his motion.

Cr Harris's motion was thereforo put and c.irried.

The report, as amended, wae then adopted.

The Finance Committee reported that tho dietriot fund account was in debit £584' 18s Bd, and the special loan account in credit £627 Ik 10d. The No. 2 special loan account ie in credit £1773 14s Id. Accounts amounting to £300 12s, 5d were passed for pay-ments-Adopted. H. M. Lydere applied for a remission of half rates on the old Pioneoi- Hotel property, us it had been vacant for six months. —Tho committee recommended that £2 12s 6d be remitted. —-Mary Wood6ide applied for a remission of 10 por oont. penalty on her -rates due, as she had not received a notice in re the i-atcs.—The committes recommended that the penalty of 8s 7d bo remitted. A similar application was received from G. Moody, he stating that his rate papers had probably been posted to his house, and overlooked.—Tho committee recommended that under the circumstances tho council cannot see ite way to remit the amount (13s 6d). Poter 13oyd's application for a sanitary in Moana crescent, Sunshine, wa<3 declined, the committee being of the opinion that it would be inconvenient for the council to do this work.— Tho committee recommended that the money eawnarked for Queen's drive bo left in- the district fund account, as by this means 6 per cent, in interest was being saved, whereas if the amount were placed in the Savings Bank or on deposit the council would only receive interest at the rate of 3J per cent.—Tho report wae adopted. NOTICES OF MOTION. Or Swing gave notice to move—" That interest at the rato of 2i per cent, on the amount allotted for kerbing and asphalting Queen's drive, which has been transferred temporarily to tho district fund account, be credited to the Queen's drive allocation from the time of such transfer."

Or Thompson gave notice to move— "That Hie Works C'cmniilrcc consider the advisability of importing sufficient tar to procoed with the improvement of footpaths requiring attention in the borough."
