TEHERAN, December 3.
(Received Dec. 8, at 10 p.m.) Tho Persian Parliament has approved of the Government borrowing £500,000; also of the employment of Europeans to organise the finance.
Russia and Britain suggest Frenchmen, but Ihtf Persians; prefer a financier belonging to a native or a smaller European Power. Russia is -insisting upon the appointment of officers to organise the new gendarmerie. '•
