One of the cabbies later desired to become a- subscriber, and be entitled to the use of tho telephone, but was informed that b' the meantime ho could not be allowed to be a subscribe!, lie complained to the Town Council, and the Mayor, op making inquiries, found that' the telephone ring had a. rule that other cabmen must be six months on the rank (which complainant had not ken),- in older that his characteristics might bo known, before he could be allowed to join in tho benefits of usijig the telephone. The Mayor's report came before the council to-night, and the opinion was expressed that the council, which licensed the cabmen, should lease the telephone and collect the proportionate payment from the cabbies. An incidental episode was narrated of a cabby being sent for a fare in response to an unnamed call, and of the fare refusing to take tho cab on account of its dilapidated condition, and asking for'another cabman. This introduced the matter of more strict supervision of such matters by the council in granting licenses. The question of taking off the telephone and pißcing it under the supervision of the borough inspector was referred to a committee. A LEGAL MAYOR. _ At a meeting of the Town Council tonight the Mayor (Mr 0. S. Longuet) was appointed borough solicitor. He intimated that he would hold tho office as an honorary ono till the expiry, in May next, of his term as Mayor.
