UNCERTIFICATED TEACHERS.
A SOUTHLAND DIFFICULTY.

In his rqwrt to tlm Education Jiotird to-day, Inspector Wyllic noted with legret tliat tho number of uncertificated teachers in chargo of schools who came up for examination was this year smaller than itwas last year, and that about seven who last year fat. without, success did not again present, themselves for examination. These facts the inspector thought, seemed to indicate that t-lio intention of the board in regard to uncertificated teachers was not being realised, since a. good many teachers of this class were not making serious efforts to improve their status, while it- was acknowledged that the salaries for a. fairly largo number of positions under the board wero so small as to render it practically impossible to eccure certificated teachers fur them. It was thought to be certain that mi other caws uncertificated teachers were occupying positions for which certificated teachers might be obtained. Thevery considerable increase of salary provided for the lower grades of schools by Ihe new scale, of salaries would tend to intensify this inequality. In the circumstances it was thought, that if. would be worth while considering whether the newly-conferred power of transfer might not be used to good effect by tfie board.
