Count Komura (.Minister of Foreign Affairs), speaking in the Diet, insisted on •Japan's good relations with all the Powers. The alliance with Great Britain stood on an enduring foundation. Japan was relying on tho American sense of justice regarding the anti-hpanese l«rislation that had been proposed in California. The Japanese should concentrate themselves in the Far fast, the Government enforcing the restrictions on emigration to the United States.
'ilio Minister announced t'lat Japan in 1910 would notify the Powers of the termination of all existing commercial treaties, ihus giving them a year's notice, with a view to negotiating for new treaties on the basis of reciprocity.
