(Received Nov. 24, at 0.25 a.m.) Mr Scott, secretary of the Central Postal Department, says that he does not understand the statement made by Mr Ja'ckson at the luncheon on the "Makura that there was an unsatisfactory relationship between tho Commonwealth and the Union Company. He says that a number of tentative proposals were made, and the Government communicated with the Canadian Government concerning them, hut has not received any reply.
