If the number of votes recorded.in favour of the proposal that no-license sha.ll bo granted is not lesa than three-fifths of all the voters whose votes were recorded, the propgsal is declared "to be carried, and supersedes the proposal for reduction and for continuance, and 1 no -licsnses can be granted.
