Despite the remonstrances of tho press and responsible citizens, a thmisaud ordinary criminals liavo been released at Constantinople. It is feared 'that this is the result of a palace intrigue to create a " Black Hand Band" for the fomonting of disorders, with a view to discrediting the constitutional regime. AMNESTY TO FUGITIVES. NEW YORK, July 31. Tlie Sultan, through the Consul-general here, has proclaimed an amnesty to all political fugitives, regardless of race. This affects 200,000 Armenians and others now in tho Urfitcfl States. TRIBUTE TO ENGLAND. CONSTANTINOPLE, July 31. The garrison at Adrianople demands the SulUm'a abdication. Iho Young Turks gave a. great ovation to Sir Gerald Lowthicr, the British Minister at Adrianople, in the streets of Constantinople, whore his carriage was escorted amid cheers and cries of " Lone live England, Liberty, and Constitution!"
