Discussing the Finance Bill in the Houee of Lords, Lord St. Aldwyn attributed the low price o£ console to the Government's attacks on property. He complained that the Government displayed 1 910 financial foresight or pradence. Lord Crewe, on behalf of the Government, eaid be thought that indirect, taxation was quite liigh enough already, and that the country was quite able -to pay for its defensive services without resorting to melodramatic taxation. The bill was road a second time, BILLS PASSED. LONDON, July 31. (Received July 31, at .11.50 p.m.) In the House of Lords the Old-age Pensions Bill, the Finance Bill, and the Irish Universities Bill were road a.third time. Lord; Killinan's amendment in the Universities Bill to reinsert permission, to privately erect a chapel in the precmcta of the university or college was seconded by Lord Lansdowne and carried by 32 to 31. The Government was reminded that the measure was purely a denominational one. APPROPRIATION BILL. LONDON, July 31. (Received July 31, at 11.50 p.m.) In the House of Commons the Appropriation Bill was read a- second time after a discursive debate embracing the conduct of public business in the House of Commons, the condition of Ireland, the Congo, and other questions.
