The officers belonging U) the Young Turks' movement had agreed to shoot the Sultan at the ceremony of the Semalik, and to proclaim his biother Reshad (the Heir-Apparent). When the Sultan learned of this plot he forestalled the conspirator*; by granting a Constitution. July 31. (Received' July 31, at 9.30 p.m.) For several days there have bowi flights from Constantinople of tho members of the Palace Camariala and spies. The populace severely handled some of the latter. The Young Turkey leaders arc endeavouring to avoid' violence, tart the Armenians are advancing claims which may cause difficulties. THE OUTBREAK HASTENED. LONDON, July 31. (Received July 31, at 9.30 p.m.) Renter's Constantinople correspondent reports that the Young Turkey party had planned the rising for September 1, tho anniversary of the Sultan's accession, but the meeting of the Czar und President Fallicres and the imminence of the AngloRussian reform' proposals precipitated tho outbreak. The Constitutional party wished to forestall them ami render the proposals superfluous. The directing hand in the remarkably successful movement is still invisible and unknown. A MISCONCEPTION. LONDON, July 30. The report regarding, the Young Turks and the civil agents of the Powers in Macedonia, cabled 1 yesterday, was based on a misconception.
