Responding to the wish of tho .immense crowds who had gathered outside the palace, the Sultan appeared at the window, and promised, over to work for the Happiness and security of the people. Tho Sultan has proclaimed a general amnesty that will liberate 70,000 political prisoners. July 30. (Reooived July 30, at 9.50 p.m.) Tlie Turkish Parliament will meet on November 1. ;
