A WELCOME REFORM. Press Assocktion-By Telegraph-Copyright. LONDON, July 3. (Received July 3, at 11.15 p.m.) In the House of Lords Lord Loreburn introduced a bill increasing the colonial members of the Judicial Committee of the Privy Council to seven, and giving the court power to summon as assessors judges and ex-judges of India and of the autonomous colonies in appeals from those countries.
