USE OF SUBMARINE MINES.

(Received Sept. 2, at 9.34 p.m.) A committee at The Hague has approved, of the preliminary agreement regulating the use. of submarine mines, but the lending Powers arc making important reservations, showing a grave difference on points -of vital importance. Germany, Russia, France, and possibly the United States refuse to agree to precautions and modifications which Great Britain and Japan consider imperative.
