Tho United States Customs regulations embodied in the agreement with Germany declare that the valuations made bv chambers of commerce officially connected with tho Government shall be accepted as evidence of the price of the exports from Germany. Tho stipulation benefits Franco, but not Great Britain, where the chambers are not official. It is hopwl that tho British Government will arrange to appoint agents to superintend tho valuation.
