LONDON, April 29. The Times, in ;i further article on the Imperial Conference and Imperial unity, urges- that an oceanic hmpirc cannot, pt'iHlanently bo maintained by a sea Power residing only in one small portion thereof. The colonies should be encouragcd to build destroyers and to manufacture torpedoss, Suns, and ammunition, the Admiralty purchasing from them if the tcnus are reasonable.
