The Lieutenant-Governor of British Columbia (the Hon. James Dunsmuir) considers that the British Columbian immigration Bill is chiefly intended to exclude Hindus and Japanese, and that it violates the Anglo-Japanese Treaty, to which Canada is a party. He has, therefore, reserved the bill for tho Royal assent,
