It is discussing a proposal that Hogging and: all corporal punishment in tlio army bo abolished in war time. March 22. (Received March 22, at 10.4 p.m.) The House of Commons jint continuously for 27 hours, tlio prolonged sitting being duo to tlio Opposition resenting a breach of arrangement as to the business of the House. Mr Balfour, towards the close of tho sitting, warmly protested against the Government's reckless breach of a parliamentary pledge.
