Mil BALFOUR'S SPEECH. Prtas Association—By Telegraph—Copyright. LONDON, March" 21. The Speaker, in reply to Mr J. (j. MacNeil, stated that- if anybody believed that Mr Balfour, in receiving the previous day's deputation, used the words " fraud " and a "criminal legislative conspiracy" with the intention of imputing 'that the conduct of tho Ministers was capablo of being indictcd, it was obvious that a breach of privilege bad been committed. He held, however, that no mala, fides was imputed to Ministers. They knew that ill the 'ardour of political contest words were often considerably strained. He felt confident thero had been no breach of privilege.
