STATEMENT BY PRESIDENT ROOSEVELT. Press Association—By Telegraph—Copyright. NEW YORK, March 18. President Roosevelt, in the course uf a letter appointing the Mississippi Valley Commission to report upon a scheme for the comprehensive improvement, and control of the river systems of tho United States, remarks that the railroads are jio longer nblo to move, crops and goods rapidly enough so as to secure the prompt transaction of tho nations business. The only complete remedy, ho adds, will he a complementary water transport service.
