(Received March 6, at 9.3 p.m.) Captain Kincaid-Smit'fi (L.), speaking at iStratfurd-on-Avon, sta-ongly advocated a, small general .tariff of 1 or 2 per cent, on all foreign manufactures, enteprior the United Kingdom or any" portion of tlio Empire, the proceeds to be devoted to naval needs and Imperial defence. This would relievo the Imperil Exchequer to the extent of many millions, which could hereafter be devoted to old-age pensions or other pressing reforms. The schemo would supply a great material link between the Motherland anVl tho colonies far stronger than preference. •
