. NEW YORK, February 21. The United States Senate Foreign Relations Committee lias eiiilorecd the treaty relative to .Anierica collecting tho Sun Domingo revenues.
By an agreement between tho United States and the Dominican 'Government, 'signed February 7, 3905, the United States Government untcrtook to collect the Customs receipts, to hand over 45 per ccnt. to the Dominican Government, and to apply 55 per cent, to tho service of tho foreign debt.' The arrangement >v;,s p u fc into force in April, 1905, though it had not been sanctioned by the United States Senate. In September, 1906, however, it was stated that, Senor Velasquez, Dominican Finance Minister, hiitl suggested a. new arrangement, under which the Unite*! States would «till collect, the Customs and create a sinking fund for tho liquidation of the foreign debt, but would not itself make the payments.
