CONSTERNATION AMONG NEW YORK STATE OFFICIALS.

The New York correspondent of The Times (M Smalley) reports that tinder the law allowing the Governor of tlie State to take .proofs of the efficiency of State officials, Mr Hughes, the recently-elected Governor of New York State, has created consternation among politicians and political office-holders by summoning and publicly, examining Mr Kelsey, the State's Insurance Superintendent, a man of integrity and ability, who had refused to resign, preferring to rely on the support; of a friendly State,, Senate. Mr Kelsey, in reply to Governor Hughes's questions, confessed that he had .read the Armstrong' report oil the life insurance companies only cursorily, and made oilier damaging admissions.
