LONDON, January 25. Sir Henry <Fo\vler, Chancellor of the Duchy of Lancaster, in the course of a speech at AVolvcrhampton, ridiculed the wild iiiiDiicipalieation and socialist schemes llliil wore being put forward. He declared that the men who had reared the country's colossal trade ought to conduct it, and not to entrust it to committees of local councils. Such a transfer would prove fatal to the working classes.
