PORT CHALMERS BOROUGH COUNCIL.

The usual fortnightly meeting of tho Port Chalmers Borough Council was held last evening, and was attended by tho Mayor (Mr Isaao Stovcnson), Crs Cable, Shanks. Edgar, M'Do'mild, Brandham, Morgan, Mawson, Barker, and M'Pherson.

COIWESrOXDEXCE. A. Stubbs, clerk of awards, forwarded a nbtico.of tho industrial dispute between the Dunedin and Suburban General Labourers' Union and employers, and a reference thereto, for settlements—Received.

Laing wroto asking for a rebate of rent 'charged- him during his last three weeks' tenancy' of the sewage, farm residence; also explaining that the reason he did not vacate tho same on 'due dato was owing to the dangerb'is' illness of his wife, whoso state of lioaltb prevented her removal until three weeks after his tenancy expired—Referred to Finance Committee for favourable consideration.'. ■ .•'■. . .

J.'Miller, cleric of the Chalmers Licensing Committee, wrote drawing the council's attention .'to hotel' fira escapes in terms of the Licensing Comniitteo'a instructions, and notifying that the procedure under section 318 oi "Tho.Municipal Corporations Act, 1900," was a municipal instruction, and its enforcement devolved upon tho borough inspector.—The writer To be informed that tho inspector had already acted in the direction indicated, and that ■ licensees were giving effect to the instructions conveyed to them by the inspector. Ensign Green, Salvation Army, wrote thanking the council for granting permission to tho' Army Austral Band to nso tho band rotunda for ah opon-air concert. Tho New Zealand Empire and National League. forwarded a communication explaining the general aims of the dcague and showing tho physical, moral, and industrial benefits arising from general naval or military training, and tho importance to the Empire of having a reserve of trained men for both branches of tho military service— Received. James Johnston wrote re' proposed drain from Harrington street through his property to tho beach,,'and stated that it would cause him both financial loss and inconvenience if the proposal was carried out. Owing to the long connection' it would entail he had been asked to contributo JM 10s towards the cost, whilst his neighbours, who wou'.d reap similar benefit, were only called upon to pay £1 10s. The'.writer proposed that the latter I>r asked to pay £1 175.9 d each, and he would be willing to pay £3, 'which amounts would produce the amount of the estimated cost of same.— Cr Edgar opposed any reduction in the direction iudicated, and stated that tho amount asked was simply tho net cost of applicant's portion of the pipes, which would drain throe of" his sections, for which ho was asked to pay pro rata.—Tho matter was left in the hands of the Works Committee to act. nEVORTS. Tho Finance Committeo's report showed that tho total receipts since last meeing had amounted to £147 19s 9d. Accounts amounting io £92 15s 9d were recommended for payment. The committee recommended that the sum of £10 bo voted towards defraying the expenses of tlio Port Chalmers Brass Band in going to the forthcoming contest at Waimato in consideration of past services cheerfully rendered liythe bandsmen on many occasions. In connection with tho proposed national memorial to the late Mr Seddon, the committee reported that after . careful consideration it was of opinion that such memorial should take Hie form of a training ship at the four principal ports of tlio colony, for the purpose of giving oppqrfunitica 'to the youth of. New Zealand to acquire a'nautical training, and thus 'afford a ' reserve of recruits for our mercantile marine.—The report wa9 fulopted. An ameml- ' nienf that the memorial take the form or a scholarship similar to tlio libodos scholarship was lost, only two voting in favour of it.

The Works Committee, after reporting on the. works which had engaged attention, reported on A. Thomson's request to have, the footpath made up in Constitution street, and also .for permission to trim tho embankment opposite his residence. The committee stated that it had inspected the place, and in the absence of a fenco considered it advisable to leave:'the'matter in tho hands of the inspector to act when opportunity arose. Cr Cable introduced a deputation from the local- Druids Lodge, asking that they le granted a 21 years' lease of the council's section in Currio street.—Mr Gibb acted as spokesman, and said that the laws of the order prevented the lodge from building on leasehold property with less than 21 years' tenure." The lodge trustees proposed to erect a kick; front to the present building, which also-required-extensive alteratkn and repairs.
