It is reported in .St. Petersburg that negotiations, concerning the Southern Saghalien fisheries are not, proceeding smoothly owing to the Japanese failing to respect the rights which were conceded to' the Russian concessionaries .'under the treaty which was signed at J.Portsmouth (United States) at the close of the, RussoJapanese war. . .
