NUMEROUS ARRESTS MADE. A MASSACRE AT SIEDIEL. Press Association—By Telegraph—Copyright. ST. PETERSBURG, September 9, (Received Sept. 10, at 8.51 a.m:) There were 3000 arrests in a fortnight in Russia, chiefly at Moscow. Several secret deposits of arms were discovered. The authorities are. convinced that an armed revolt is in course of organisation at Moscow. Si/persons were arrested at St. Petersburg with'written plaite in their possession for the im'ir&r of tho Grand Duke Nicolas Nicolaievitch. Four of them- escaped from their escort.
