M. Kouvier's (the ox-Premier) final instructions to M. Rcvoil were to accept one share for Trance and three on behalf of -he Trench banking establishments in the proposed State bank, and as regards the police to provide that they bo FrancoSpanish. He was also instructed to accept the system of inspection and acquiesce in making the inspection as efficacious and as strong as possible, but in nowise to allow it to be transformed into a big collaboration. M. bourgeois upholds M. Kouvier's policy at Algeciras.
Correspondents declare that there are indications that neither Switzerland nor Holland will serve as a catspaw to withdraw Casablanca from the Franco-Spanish sphere of influence, and so enable Germany ultimately to install herself there.
