FOUR REBELS CAPTURED. Press Association—By Telegraph—Copyright. CAPETOWN, February 14. (Received Feb. 14, at 11.53 p.m.) Owing to tho cxercisc of tho censorship the Natal Times' Johannesburg correspondent lias visited Natal, and reports that the situation is rather more disquieting than it lies been officially represented to be. The natives have latterly been defying the magistrates, and meeting the imposition of taxes with passive resistance. The Government; refrains, owing to tho extra expenditure entailed, from dealing with the situation as a whole. It ought to collect all the taxes, backing the magistrates with an Imperial mobile column. This would reduce any upheaval to a minimum, and the trouble would be easily settled, and possible bloodshed in April prevented. Lord Selborne (High Commissioner) advocates the prosecution of a vigorous policy, which would meet with the approval of the bulk of the inhabitants of Natal. The Daily Mail states that a considerable number of Zulus employed on the Rand are starting for Natal, some saying they are going to 6ee their king. (Received Feb. IS, at 0.15 a.m.) The Volunteers have captured four of the rebels in the Richmond district.
